On July 5, the "Digital Traditional Chinese Medicine" Forum of the Global Digital Economy Conference was successfully held. As an important part of the Global Digital Economy Conference, this forum, themed "AI Empowers New Development of Qihuang (TCM) and Intelligent Innovation Leads a Healthy Future", aimed to create a new industrial ecosystem with "data", release new momentum of data elements with "data", build a new highland of scientific and technological innovation with "data", and plan a new engine of development with "data". Representatives from government departments, leading enterprises, research institutions, medical institutions, and mainstream media participated online and offline, jointly setting off an upsurge of "AI + TCM" and gathering momentum for the modernization of TCM.

The forum focused on hot topics and practical innovations in digital TCM. At the opening ceremony, Lin Hang, Deputy District Mayor of Haidian District, Beijing, delivered an opening speech. In the main forum session "Gathering New Productive Forces in TCM", Huang Luqi, academician of the Chinese Academy of Engineering and president of the China Academy of Chinese Medical Sciences, was invited to give a keynote report, setting the direction for the innovative development of TCM. Li Shao, professor of Tsinghua University and academician of the European Academy of Sciences and Arts, was invited to share "AI and Innovative Development of TCM". In sessions such as "Driving New Paths for High-Quality Development", "Digital-Intelligent TCM Rejuvenates the Future", and "New Voices of Young Scholars in the AI Era", more than 20 heavyweight guests including Li Jiangbin, director of the Monitoring and Statistics Center of the National Administration of Traditional Chinese Medicine, and Yang Hongjun, vice president of the China Academy of Chinese Medical Sciences, gave special sharing, gathering wisdom to explore hotspots in the integration of AI and TCM. The core viewpoints and achievements of the forum received widespread attention, providing new ideas for the digital-intelligent transformation of TCM and achieving an inspiring feast of ideas.
 
Luo Zengang, member of the Party Committee and deputy director of the Beijing Municipal Health Commission (concurrently), secretary of the Party Leadership Group and director of the Beijing Municipal Administration of Traditional Chinese Medicine, pointed out at the opening ceremony that the digital wave has injected momentum into the development of TCM. The capital's TCM is committed to the integrated development of "artificial intelligence + TCM". The Municipal Administration of TCM will focus on three aspects: platform, data, and services, focusing on consolidating the data base, deepening scenario applications, and expanding international influence to assist the modernization of TCM.

Drawing an "Upward Curve" of Innovation and Iteration

By 2025, "artificial intelligence +" has been written into the government work report for two consecutive years, and new productive forces are injecting strong momentum into global development. As a national science and technology innovation center, Beijing continues to accelerate the construction of an artificial intelligence innovation source with global influence, regarding data elements as the core engine driving economic growth. The value of data elements is fully released by deepening the implementation of application scenarios, strengthening data annotation practices, and smoothing data transaction circulation.
 
At the opening ceremony of the forum, the Beijing TCM Foreign Exchange and Technology Cooperation Center released 2025 digital TCM application scenario cases, covering 15 scenarios such as intelligent diagnosis and treatment, health management, precise research and development of Chinese medicinal materials, and AI "medical assistant". These cases drive exploration in vertical fields and accelerate the release of the value of data elements. It is reported that since 2023, the exchange center has continuously selected more than 100 cases, encouraging the first trial and first use of innovative scenarios, launching excellent cases with strong implementability, high innovation, and significant leading role, and following up on the effectiveness of technical applications. Over the past three years, the quantity and quality of cases have improved simultaneously, showing an "upward curve" of innovation and iteration in the capital's TCM. This not only promotes the transformation of scientific and technological achievements to release a "multiplier effect" but also demonstrates the strength of Beijing's scientific and technological talent base and the good innovation ecosystem in the field of TCM in the capital.
 
The forum also invited the Hebei Provincial Health Commission to interpret and display the award-winning cases of the "Xiongan Medical and Health Technology Application Competition" - TCM inheritance and innovation track. As a new event in the Xiongan Future City Scenario Exhibition, many units from Beijing-Tianjin-Hebei were selected. Since 2023, the TCM administrations of Beijing-Tianjin-Hebei have jointly signed the "Agreement on In-depth Promotion of TCM Cooperation in the Coordinated Development of Beijing-Tianjin-Hebei", and the three regions have worked together to promote opening and integration in five aspects: medical services, scientific and technological innovation, talent training, cultural tourism and health care, and intellectual resources. The cases, from joint declaration to cross-regional promotion, are another vivid practice of implementing the major national strategy of Beijing-Tianjin-Hebei coordinated development.
 

Two Signings: Seeking Innovation with "Data"

Trusted Data Circulation Creates a New Landscape

As a key production factor, data is reshaping the pattern of the TCM industry. Accelerating the release of data dividends is an inevitable requirement for building a new development pattern. In response to the "Trusted Data Space Development Action Plan (2024-2028)" of the National Data Bureau, two strategic signings of trusted data at the forum attracted much attention: Guang'anmen Hospital of China Academy of Chinese Medical Sciences, China Software Testing Center, and Beijing TCM Foreign Exchange and Technology Cooperation Center signed the "Strategic Cooperation Framework Agreement on TCM Specialty Trusted Data Space Project". Relying on technologies such as privacy computing and blockchain, they will build a full-process data management system to promote trusted sharing of TCM specialty data across subjects. The Institute of TCM Information of China Academy of Chinese Medical Sciences and Beijing International Big Data Exchange signed the "Framework Agreement on TCM Trusted Data Circulation Cooperation", focusing on data confirmation, high-quality data set development and product circulation, and jointly building a safe and trusted TCM data circulation ecosystem. The successful signing of the two cooperation agreements further provides a practical sample for data circulation.

Creating a New "Six-in-One" Ecological Pattern

The forum specially set up sessions such as "AI + Scientific Research", "AI + Medical Care", "AI + Industry" and "Roundtable Dialogue". Liu Cunzhi, vice president of Beijing University of Chinese Medicine, will focus on "Analysis of Ten Scientific Issues in the Field of Acupuncture" to share cutting-edge explorations; Liu Zhen, secretary of the Party Committee of Guang'anmen Hospital of China Academy of Chinese Medical Sciences, will focus on "Exploration of AI Intelligent Medical Services Based on Large Models" to analyze the integration of digital-intelligent technology and traditional TCM; Wang Hongbing, vice president of Beijing Hospital of Traditional Chinese Medicine Affiliated to Capital Medical University, will explain "AI Medical Scenarios Reconstructing the Paradigm of Great Health Ecology"; Sun Yingzhi, general manager of Huawei Public Utilities Group's medical industry solutions, will focus on "Digital-Intelligent Integration: Huawei's AI + Medical Exploration and Practice" to introduce the enterprise's technology implementation experience in the medical field. The participating guests gathered wisdom to analyze the opportunities and challenges faced by the TCM industry in the AI era.
 
Beijing University of Chinese Medicine, the Institute of Acupuncture and Moxibustion of China Academy of Chinese Medical Sciences and other institutions jointly initiated the establishment of the "Beijing Digital-Intelligent TCM Industry Development Research Institute". Relying on the advantages of the capital's innovation center and talent highland, the research institute will connect key links such as core technologies, clinical verification, testing and registration, intelligent manufacturing, scenario application, and channel expansion, and build a "six-in-one" new ecological pattern of "government, industry, academia, research, medical care, application, and finance" to assist the construction of the capital's TCM industry cluster and international innovation highland.

Cultivating fertile soil for high-quality development of artificial intelligence

The forum also released five achievements: "Famous Doctor's Case Data Set", "TCM Literature Knowledge Analysis Platform", "TCM AI Evaluation Set", "TCM Intelligent Education Course System", and "TCM Sleep Detection and Information Management System". These achievements provide digital and intelligent support for the high-quality development of TCM by building standardized systems, integrating data resources, and building platforms.
 
The digital spring tide surges, and the apricot forest writes a new chapter. Based on national strategic needs, the capital's TCM is promoting the millennium-old Qihuang technique to take on a new life in the digital era with the pioneering spirit of "upholding integrity and innovation" and the enterprising attitude of "daring to be the first", contributing "TCM wisdom" to the global digital economy and injecting "capital momentum" into a healthy China.
